SECTION 1. The provincial road connecting the Barangays of San Vicente, Calendola and San Antonio, in the City of San Pedro, Province of Laguna, is hereby converted into a national road under the supervision of the Department of Public Works and Highways. SEC. 2. The Secretary of Public Works and Highways shall include in its program the improvement, maintenance and repair of the said road, the funding of which shall be included in the annual General Appropriations Act. The Revised Penal Code, under Article 365, punishes acts committed through criminal negligence or imprudence-offenses that may not stem from malicious intent but often leave behind consequences just as devastating. These are the cases of lives lost in road crashes, of patients who never wake up from what should have been routine procedures, of workers buried under collapsed scaffolding, or families grieving over a loved one's death in what is labeled an "accident." We have seen these stories unfold too many times, and yet, the law has remained slow in catching up with the weight of these tragedies. While justice recognizes the distinction between intentional wrongdoing and reckless disregard, the reality is that the pain endured by victims is no less real simply because the harm was unintended. A life taken by negligence is still a life lost. A family broken by reckless acts still faces the same anguish, the same questions, and often, the same lack of closure. Our laws must evolve to reflect not just the intent behind an act, but also its impact. Increasing the penalties for quasi-offenses is not about punishing honest mistakes-it is about drawing a firm line against inexcusable negligence that could have been prevented with due diligence. It is about compelling drivers, doctors, engineers, employers, and all professionals in high-stakes environments to act with the highest regard for human life. As we evolve and live in modern times, technology has also reached education through modern innovations in the digital world by adopting hybrid formats. Access to stable internet and telecommunications services have become a fundamental component of learning. However, a significant number of students, particularly from low to middle-income families, face challenges due to the high cost of mobile data and internet services. This bill aims to institutionalize and expand the Twenty percent (20%) discount students have the privilege to use on fares-this time on mobile prepaid load, postpaid plans, and internet services to support online learning and digital education. It also provides qualifications and safeguards to prevent abuse and ensure fairness. Furthermore, this bill obliges telecommunication companies to cooperate in implementing the privilege and imposes penalties for unjustified non-compliance. Through the help of Senator Paolo Benigno "Bam" A. Aquino IV, his Senate Bill on the "Act Institutionalizing the Grant of Student Load Discount Privilege on Mobile and Internet Services and For Other Purposes" served as an inspiration for this Bill and hopes to streamline the two in unifying the same intent and purpose. SECTION 1. Forest Park. - Each city or municipality with available lands of the public domain within its territorial jurisdiction is hereby mandated to set aside one (1%) percent of the lands for the establishment and maintenance of forest park. SEC. 2. Local Seed Bank. - For the effective implementation of this Act, each city or municipality shall maintain a seed bank from which the local residents can draw seeds or saplings and learn proper planting technology. The Department of Environment and Natural Resources (DENR), through the Bureau of Plant Industry (BPI), shall regularly contribute to the local seed banks, identify the species of trees to be distributed and determine the proper planting technology to be employed, in consideration of the different topographies, climates, soil types and other conditions in each city or municipality. Section 1. Short Title - This Act shall be known as the "Responsible Use ofthe Internet Act". Section 2. The Department of Education, in coordination with the Departments of Social Welfare and Development and the Science and Technology, shall conceptualize and develop age appropriate module/s for the inclusion of the responsible use ofthe internet, video/photo equipment, smart phones, and the likes in the curriculum of primary and secondary schools. Section 3. Coverage of the modules - The modules shall cover but will not be limited to the following topics: (a) respecting and protecting privacy sending/accessing personal information on the internet; (b) understanding computer security systems - schools, churches, government and non-government agencies; (c) on-line gender sensitivity; (d) the proper use of "social networking" - facebook, twitter, MySpace, blogging, instagram; (e) Cybercrime Prevention Act and other related instruments.
