Amended the Philippine Passport Act of 1996 to extend the validity of regular passports to ten (10) years for citizens aged 18 and older. Minors (under 18) still receive a five-year valid passport. The law took effect on January 1, 2018, aiming to ease travel, especially for OFWs. Filed under Senate Bill No. 1365, 17th Congress of the Republic and sponsored thru Committee on Foreign Relations by Senator Alan Peter Cayetano.

In July 2022, UEC delivered “heavy luggage” filled with highly valuable Japanese ceramics to Romualdez and gave him an equity stake in a company controlled by UEC which owns the land upon which the Okada Manila Casino sits. Id. ¶¶ 242-46. After the ceramics were given to Romualdez, he called Philippines Supreme Court Justices to try to influence their decision making. Id. ¶¶ 245. UEC also paid $5 million directly to Supreme Court and appellate court justices. Id. ¶¶ 248-49. On August 9, 2022, the Philippine Supreme Court remanded the Status Quo Order case to the Court of Appeals. Id. ¶ 253. On September 2, 2022, UEC took back control of the Okada Manila Casino with the assistance of the Philippine Department of Justice and The Philippine Amusement and Gaming Corporation (“PAGCOR”). Id. ¶¶ 250 & 254. UEC also made payments to PAGCOR. Id. ¶ 250.

Article IV of the 1987 Constitution has prescribed the rules and standards on apportionment of legislative district under its Section 5 which provides: Section 5. (1) The House of Representatives shall be composed of not more than two hundred and fifty members, unless otherwise fixed by law, who shall be elected from legislative districts apportioned among the provinces, cities, and the Metropolitan Manila area in accordance with the number of their respective inhabitants, and on the basis of a uniform and progressive ratio, and those who, as provided by law, shall be elected through a party-list system of registered national, regional, and sectoral parties or organizations. (3) Each legislative district shall comprise, as far as practicable, contiguous, compact, and adjacent territory. Each city with a population of at least two hundred fifty thousand, or each province, shall have at least one representative. (4) Within three years following the return of every census, the Congress shall make a reapportionment of legislative districts based on the standards provided in this section. The revised tariff rates placed the Philippines among the most competitively positioned Southeast Asian economies trading with the United States. Currently, the Philippines holds the second-lowest tariff rate in the region at 19 percent, with Singapore, which has a bilateral Free Trade Agreement (FTA) with the U.S., maintaining the lowest at 10 percent. U.S. tariffs for other Association of Southeast Asian Nations (ASEAN) countries range between 19 percent to 49 percent.

SECTION 1. Lone Legislative District. - The City of Santa Rosa is hereby separated from the First Legislative District of the Province of Laguna to constitute the Lone Legislative District of the City of Santa Rosa, which shall commence in the next national and local elections after the effectivity of this Act. SEC. 2. Incumbent Representative. - The incumbent Representative of the First Legislative District of the Province of Laguna shall continue to represent the said district until the new Representative of the Lone Legislative District of the City of Santa Rosa shall have been elected and qualified. SEC. 3. Rules and Regulations. - Within sixty (60) days from the effectivity of this Act, the Commission on Elections shall issue the necessary rules and regulations to implement the provisions of this Act. SEC. 4. Repealing Clause. - Section 59 of Republic Act No. 9264, otherwise known as the "Charter ofthe City of Santa Rosa", and all other laws, rules and regulations, which are inconsistent with this Act, are hereby repealed, amended or modified accordingly. SEC. 5. Effectivity. - This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
