Renovation and Inauguration of the City Plaza (2006)
Arlene Bawan Arcillas Nazareno • Vice Mayor of Santa Rosa • Mar 16, 2026
The renovation and inauguration of the Santa Rosa City Plaza in 2006 was a pivotal moment for Arlene Arcillas, then serving as Vice Mayor and eventually Acting Mayor. It was one of her first major public-facing projects that symbolized a "new beginning" for a city still reeling from the assassination of her father, Mayor Leon Arcillas, in May 2005. The plaza is located in Barangay Kanluran, directly across from the historic Santa Rosa de Lima Parish Church. In 2006, the city was in a state of political transition. By leading the inauguration of the renovated plaza, Arcillas provided a visible sign of progress and continuity. It was meant to reassure the public that despite the change in leadership, the city’s development was not at a standstill. The renovation focused on modernizing the space while respecting its status as the "Heritage Square" of the city. Notable features included: - The Pylon and Statue: The plaza is famous for housing the tallest pylon in the Philippines (standing at 18.3 meters) behind the statue of the national hero, Dr. Jose Rizal. The 2006 project included the restoration and aesthetic enhancement of this central monument. - Public Open Spaces: The design emphasized a cleaner, more open layout to accommodate large public gatherings, which were essential for the city’s frequent cultural and religious festivals. - Landscape and Lighting: New garden plots and improved public lighting were installed to make the plaza safer and more inviting for families in the evenings, a precursor to the "Christmas Lighting" traditions she would later expand. The 2006 plaza project was closely tied to the conversion of the old government building (the Gusaling Museo) into a formal cultural site. - January 17, 2006: The building had a soft opening as a museum. - August 23, 2006: The Museo de Santa Rosa was formally inaugurated. - The plaza served as the "front yard" for this museum, and the combined renovation of both spaces was intended to preserve Santa Rosa's identity as it rapidly industrialized. While the project was planned during the administration of her father and continued under Mayor Joey Catindig, it was Arlene Arcillas who became the primary face of its completion. - Acting Capacity: Her role in the inauguration (particularly as she moved toward the Acting Mayor role in October 2006) helped her establish the "Serbisyong Makatao" (Humane Service) brand that defined her subsequent decade-long tenure as Mayor.
