Allegations on Ghost Projects in Quezon City

On December 17, 2025, the anti-corruption group United People Against Corruption (UPAC) filed a ₱1-billion class-action civil suit regarding alleged 'ghost' and failed flood control projects in Novaliches, Quezon City. The suit names former Speaker Martin Romualdez, Zaldy Co, and Rep. Patrick Vargas as respondents. The complaint alleges abuse of rights and unjust enrichment concerning approximately ₱2.86 billion in public infrastructure allocations from 2023 to 2025. UPAC asserts that despite the massive funding, the projects yielded no improvement to local flooding, and the group is seeking direct compensation for the affected residents.
